岸田外務大臣がミャンマー訪問,スーチー女史と会談する冒頭取材のカメラが報じられたが,冒頭とは言え,ぎこちない岸田さんの振るまいが気になる,軍政期間の日本の支援が気になるところで,スーチーさんには具体的な提案は持ってきていない,とされているが,一方で大規模なメコン支援が報じられている

岸田さんと中国の王毅外相の厳しい会談が,昨日報じられたところだが,スーチー女史は,真っ先に王毅外相との会談を受け入れている,この中国とミャンマーの外相会談で,中国側から取り上げられたのが,中断しているイラワジ河の東方の大支流に位置するミッソンダムのプロジェクトである,

イラワジ水系のミッソンダムは,東南アジアで１５番目の規模,高さ１４０m，長さ１３００m，水没５０００人，出力は６００万ＫＷの大規模なもので，その殆どを中国の雲南省に輸出するため，軍政時代から批判が絶えなかったし，環境問題の中でも，特に移住問題に対する対策が問題になっている，

最初の中国とミャンマーの外相会談では，突然に中国側から，工事再開を求める発言があり，このときスーチーさんは，「怪訝な顔」，で対応したと報じられている，別の報道では，スーチーさんが，「私は両国間の契約内容を熟知していない」，と語ったとされている，王毅外相でも，結論は得ていない，

従来からのスーチーさんの姿勢から見れば，おそらくミッソンダムの計画には反対するだろう，と見られているが，野党であったスーチーさんと，政権の中枢に入り込んだ彼女とでは，発言に微妙な差が出てきている，「国家間の契約」，が口をついて出ると言うことは，野党時代にはあり得なかった，

スーチーさんは，今や政権の中枢にあり，これからのミャンマーの経済社会開発には，密接に関係していくことになる，すべて反対，日本の民共のような姿勢を貫くことは出来ない，ダム反対，と言う基本姿勢は許されないだろう，ミッソンダム反対，としても，計画に対する評価や，対案は欠かせない，

中国側の出方にも注目が集まる，先日も書いたように，中国は海外進出で多くの失敗を積み重ねている，強引であるだけに失敗も多い，国内ではどのように評価されているのか，特にこのダムで従来は国営企業の失敗とされてきたが，外務大臣が出てきて，直接交渉となると，中国も大変な圧力を受ける，
