太陽光や風力は，電力全面自由化には対応できない，再三，この場でも言ってきたことだが，奇しくも今朝の朝日新聞は，再生可能エネルギー販売を目的とした希望登録業者は，２００余のうち，わずか４社だ，嘆いている，我々の立場からは，再生可能エネルギーでは，責任ある電力販売は不可能，と言ってきた，

太陽光や風力のみを自己電源とした販売業者は，この地球温暖化の嵐の中で，購買希望者が続々現れる，と言うような前予測をしたメディアもあったが，結果的には，やはりそのような人間の善意だけでは商売は出来ない，と言うことだろう，電力の不安定の他に，高い電気料金，これで自由化には無理，

そこで昨日と同じような議論になるが，漸次自由化の内容が分かってきた個人需要家は，不安定な電源をバックにした販売業者からは逃げていくことになり，夜でも昼でも，いつでも対応してくれる総合病院型の，既成の大手電力に頼らざるを得ない，と言う気持ちになっていくのだろう，今後，二つの論点に注目，

全国的なロードディスバッチング，適正な発電調整，何を目的にそのアルゴリズムを構築するのか，私はよく分からない，報道によると，システムの構築が間に合わないと言われていたのに，三菱電機を中心に，意外に早く作業が進んで，４月１日の自由化開始に間に合うと報道されている，一度見てみたい，

いわゆるセット販売，電話やテレビとセットにして，電力自由化に乗る，これはある程度，自由化を引っぱっていくかも知れない，それは，あくまで大手電力と提携しての話だが，自分の過程を考えても，ワイファイ，テレビ，電話がセットになっているので，そこに電気を足す，案外売れるかも知れない，

電力自由化，原発再稼働が動き始め，更に６０年運転の方向に回り始めた，大手電力，特に関西電力にとっては大きな峠を越えつつある感じだが，自由化の波はどうなるか，全く電源を持たない販売企業の本質を，我々は理解したが，問題はある程度電源を持つ，いわゆる新電力の自由化はどうなるか，

ある需要家グループを契約の対象にした場合，２４時間を考えたときに，例えば石炭火力だけで需要が全うできるとは思えない，昼間にピークが来たときにどう対処すればよいのか，当然，大手電力の支援を得る必要がある，大手電力は総合病院みたいなもので，あらゆる形の需要に応える電源を持つ，

２４時間の需要の変化の話になると，全国レベルでの供給力調整が必要になるから，公的な機関と思われる広域電力調整機関が，需給がマッチするよう，２４時間体制で対応する，兵庫県の山の中で突然需要が来た，対応は関西電力の責任だ，と言うのだけれど，そこまで詳細にコントロール出来るのか，

病院の場合，内科だけしか持っていない病院に，急に盲腸手術の必要が生じた，すぐに手術可能な病院を，全国レベルの調整機関が指示する，そこに救急車が着いたが，手遅れだったとか，要するに大手電力は総合病院みたいなもので，同じ普段通院しておくなら，総合病院にかかりつけた方がよい，そうなるかな？

今回の電力自由化では，３００社近い小売業者候補が登録されつつあるが，殆どは小売り専門の業者で，大きな商売だと勘違いすると，ロジスティックの二の足を踏むことになる，あと，問題が不透明なのは，新電力と呼ばれている企業，これは規模の大小はあるが，自ら発電所を持って買電を行う企業，

最近までの地域独占の世界では，殆ど，或いはすべての電源が大手企業の所有物であり，例えば関電は関西地区の需要を睨みながら，手持ちの電源を，経費最少となるように発電していく，その原則の下に，給電指令所が動いて発電機の運転をコントロールしていくが，自由化の世界では，もっと複雑になる，

政府の解説によると，「広域的運用推進機関」が設置されて，平常時、緊急時を問わず、これまでの電力会社の供給エリアの概念を超えて，全国規模で電気の需給調整機能を強化する，と解説されている，文章で書くと簡単だが，極めて複雑，現在ソフトが構築されつつあり，三菱電機が担当しているという，

三菱電機にしても，資源エネルギー庁にしても，経験豊富で期待されるが，果たして円滑に行くのかどうか，いくつかの疑問も浮かんでくる，瞬間瞬間の電力調整の他にも，例えば，年間を通してどのように各発電所の定期修理を行うのか，もっと言えば，１０年後の需給バランスはどうなるのか，

この半ば公的機関である広域的運用推進機関は，何を目的関数にするのか，今までの大手電力は，管内の経費最少を目標と出来るが，広域ではそうはいかないだろう，日本全体の経費最少，そのようなものは，この際，意味がない，温暖化最小？これも意味がない，単なる需給バランス，それは解が多すぎる，

例えば太陽光，調整する意味がないから常に発電する，経費はゼロに近いが，資本費を考えると，大変高い，ある世帯群に需要が生まれた時に，広域機関は，どの発電所を動かして対応するのか，増分費用はゼロだから太陽光を準備すると，資本費も需要側が被るから，拒否される，これはまた続編で，

我々が持ち込もうとした方法は，まず対象地域に全面的にディーゼル発電機のネットワークを想定して電気料金を推定し，このディーゼル発電機を太陽光に置き換えた場合に，電気料金は何倍になるか，再生可能エネルギーとして，何倍まで許容するか，２倍なのか，３倍なのか，と言うことだった，

モロッコは降雨が少なく，年間約４００ミリぐらいだったと思うが，砂漠が多く，河川も殆ど水がなかった，一時的に豪雨が降って，その豪雨をため込んで水力発電をしたり，灌漑に使ったりする方式だった，あちこちのダムサイトを見て歩いたが，灌漑用ダムは，いくつかJICAの手で建設されたはず

関西電力は，この小売業者の売電量を特定して，小売りに関連するコストを差し引いた料金で請求書を小売業者に発行する，小売業者は，関西電力から請求を受けた料金を，自分が徴収した電気料金を原資にして，関電に電気料金を支払う，だから，物理的には今の状態と何も変わらない，供給信頼度も変わらない，

関西電力は，小売業者に電気を売ると同時に，従来通り，直接需要家にも電気を売る，この中には小売りに関わる経費も入っている，大手電力から電気を買って売る新規登録の小売業者はどうやって儲けるのか，また新規の需要家は，どうして関電より安い電気を得ることが可能なのか，関電と同じではないか，

新規小売業者が差をつけるところは２点あって，一つは大きな図体の関西電力が出来ないこまめな買電経費の圧縮と，例えばＪＣＯＭなら，ネットと電気をパッケージで得ることによる，レバレッジのかかった値引き分を，売電単価から引いて，需要家に還元する，一般にはこういうことなのですよ，

だから，従来と何にも変わらない，僅かに電気とテレビを同時に売ることによるメリット，それを競争の財源にする，社会的にはそれほど大きな変動は起こらないし，経済規模も変わらない，ただ将来，新電力と呼ばれる大規模小売業者が，大手電力と対等に争う場面は，理屈としてはあり得る，時間が必要う，どう？

小売業者は，大手電力が９社あり，発電所を自分で持つ新電力が２２社になっている，この意味から，とにかく発電所を持っている小売業者は，２８０社の中で約３０社，全体の１２％程度であり，残りの２５０社は，どこかから電気を買ってこなければ配電できない，勿論弱小の再エネなどの企業はあるだろう，

これで春かと勘違いするような陽気である，吹田の練習場に行ってきたが，相変わらず満席である，それに今日は休日で，各地で私立大学系の入学試験が行われている，私の家族も今は大変なのだが，いろいろ様子を聞いてみて，全国的に医学部に俊秀が押し寄せている感じがする，

最近，経済誌によく目を通しているが，書いていることが全く同じ，いちいち時間をかけて読み回すことはない，と言う気になってきた，必ず，不況の元凶は，中国経済のブレーキと原油価格の暴落に期している，もう少し広範な観察が出来ないものかと思う，表紙を見ただけで，何が書いてあるか，分かってしまう，

原油価格の暴落などは，もう少しポジティブに評価して書いてはどうかと思う，先ほどガソリンを補給してきたが，１００円である，数年前の１８０円とは大差がある，少なくとも私の家計にはプラスの影響だ，その面での評価を曖昧にして，エネルギー企業の不況が経済に及ぼすことばかり強調している，

日本経済に関しては，小泉内閣の時から同じだが，例えば当時の竹中さんなんか，これは海外の影響で私は関係ない，とほっとしたような記者会見を行っていた，海外の経済の影響もいつも頭に入れて動くのが政治家ではないか，と言いたくなる，黒田総裁も若干そういう雰囲気が漂っている，

経済の人は，どうして現実世界に数学の遊びを持ち込むのか，と先日も批判したところだが，マイナス金利は，ここに至って批判の声が上がってきた，何が行けないのか，日銀の対応手段が遂に種切れになった，と行き詰まり感を世間に与えてしまったことだろう，もう黒田さんに押しつけるのは無理，

私は，第２次の安倍さんが出てくる前から，日本政府の借金対応は，国債の大量発行しかない，と主張してきた，それがすなわちアベノミクスの第１の矢である金融緩和だが，やはり如何しても，規制緩和に繋がる第３の矢をつがえる必要がある，電力自由化，折角の機会だ，もう少し景気に貢献すべしだ，

電力の分割民営化，全面自由化を進めるＩＭＦや世界銀行の大義名分は，電力への政府補助金を禁止し，自由化を促して，電力料金の低廉化を目指すものだが，殆どのケースで，自由化後の料金の高騰を招いている，特に新興国では，本来は政府補助金がカバーしていた部分が，なくなったことによる，

アジア諸国で電気料金が元々高かった国は，日本を筆頭に，フィリッピン，カンボジア，スリランカなど，従来はエネルギー資源に恵まれなかった国々で，豊富は石炭に恵まれた中国，インド，タイ，ベトナムなどは，その典型である，この中で電気料金改革に動いたのは，フィリッピンや日本である，

特にフィリッピンは，国民からの強い圧力で，また電力公社の経済的破綻から，比較的早期に改革に踏み切った，それは自由競争を促すためにと言う大義名分で，電力公社を分解してしまった，結果は，政権の思うような料金の改善は出来なかった，フィリッピンにおいてさえ，料金は安くならなかったのである，

自由化しても電気料金が下がらない理由は，政府によって厳格に押さえられていた統制型の料金が，自由になって，一気に値段を上げていったせいである，日本の場合の地域独占による総括原価方式が，果たして高かったのかどうか，それは自由化後に，まもなく判明する，初期値は下げると言っている，

大手電力と小売業者が競争する，はじめはこの競争は成り立つだろうが，新電力も含めて，新規の小売業者は，すぐに供給電力が不足になって，大手電力の支援を受ける必要がある，卸売市場から得るにしても，その価格は大手の電気料金が，支配的で，今の状態では，料金低下の理屈は，難しいかも，

ここ２，３日，北朝鮮の長距離弾道弾に振り回されて，日本政府もあたふたと動いたようだが，何かあれでミサイルが本当に防げるのか，少し心配になる成り行きでしたね，あれでもしも，弾頭に核が乗っていたら大変なことなのだが，それはもっと確実な索敵の方法があるのでしょうか，心配になる，

例えば，米国と中国の間では，核の先制攻撃はしない，と言うお互いの了解事項があると言われているが，それだけを頼りに両国は核で対峙しているのだろうか，そうとすれば何とも頼りない約束だが，例えば北朝鮮のロケット発射については，テレビに出ている衛星写真が唯一の事前情報なのだろうか，

核の先制攻撃の話になると，報復措置が確実であるから，ロシアにしても中国にしても米国にしても，先制攻撃は出来ない，それは，例え全土の発射基地が一瞬にして吹き飛んでも，最後は世界の海に配置されている潜水艦が，確実に報復するから，先制攻撃が出来ないのだ，と言う理屈で世界は成り立っている，

核攻撃に対して，我々日本人は，大国の良識を信じているのか，或いは潜水艦攻撃による報復措置による抑止力を信じているのか，どちらかだが，同じ理屈が北朝鮮の若き独裁者にも当てはまるとは思えない，ただやはり複雑なのは，米中関係に於ける北朝鮮の地政的な問題なのだろう，

中国から見て，朝鮮半島が韓国によって南北統一が実現するなどと言うことは，座視するわけにはいかないだろう，中国にとって，北朝鮮，パキスタン，かってのミャンマーは，大切な周辺同盟国だ，ただ最近は綻びが眼について，中国がどこまで本気になって周辺国を維持しようとしているのか，わかりにくい，

環境省と経済産業省が話し合って，石炭火力の新規開発で，妥協点を探ったようだ，東西の電力連携でネックとなっているサイクル調整容量の制限のため，関西電力が関東で電力販売参入のために，関東に石炭火力を建設する案，首を縦に振らなかった環境省も，経済産業省の説得を受けて，認可に踏み切る，

電力全面自由化と言うことは，電源開発もある程度の自由化が進まざるを得ない，大手電力の地域独占のシステムの中では，各電力が年間の施設計画と，その基礎となる長期電源開発計画を経済産業省に提出し，閣僚で構成される電源開発調整審議会の決済を得て，開発に着手する，

新しい電力自由化のシステムでは，大手電力に限らず，幅広い新電力が，それぞれに電源開発計画を作成して，おそらくあたらしくできる系統調整委員会の認可を得て，進めるのだろう，大手電力だけの場合は，ある程度の自己規制が働いていたが，新電力が参入すると，安い石炭火力に開発が集中する，

自由化の世界では，おそらく再生可能エネルギー開発のインセンティブは落ちるのではないかと思われる，それは高い発電原価の故にと言うことだ，それで，このような新電力も含めた電源開発は，来年を見ての話ではない，極端なことを言えば，１０年先の電力需給バランスを睨みながら，と言うことになる，

電力開発は，如何しても長期の需給見通しや，１０年程度に亘る開発計画が必要で，それも日本の国土全体のバランスが必要だから，ある一地域だけ，と言うような見方は出来ない，ここが，一般に自由化されている米や野菜と違うところだ，一体どうすればよいのだろう，私自身，疑問に思っている，

経済産業省が持つエネルギー開発構想は，個々の開発企業を縛るものではない，これは結局，将来に亘る需要予測と電源構成を示唆するもので，これを睨みながら，環境省や経済産業省の許認可がなされると言うことか，その一つが今日報道された石炭火力問題なのだろう，

将来の電力需給バランスを考えた国の電源開発許認可は，これからは大変難しい作業になる，現在の日本の系統のように，大きな需要の伸びが考えられない状態では，まだ問題は少ないが，アベノミクスで言うように，将来ＧＤＰ６００兆円を目指す場合，激しく混乱する電源開発が懸念される，

ハイブリッド車は，好き嫌いにかかわらず，将来は電気自動車に変わっていくだろう，それでも燃料電池車を進めるメーカーの狙いは何なのか，私から見れば，燃料電池車というのは発電所を積んで走っているのと一緒で，いかにもあきらめの悪い選択に見える，例え水素でも，どこかに炭素を置いてきている，

友人の意見も勘案，自動車メーカーは単純なバッテリーだけで動く車になることを拒否しているのではないか，車と言いながら彼らの執念はエンジンにあり，それに連なる部品メーカーの問題もあるのだろう，爆音を立てずに，バッテリーで静かに離陸していく空母からのジェット戦闘機，そんなものは想像したくないのだろう，
